Encoding problem

Hello,
I have the following problem with indication of cyrillic symbols. Would you tell me how to correct this problem? Or maybe I have to put "utf-8" in any file?!
Here is what's happening:

Maybe You have edited files in config/ folder using editor which do not support UTF-8 coding?

The file is "general.php" in "config/" folder. So if the titles aren't in latin letters, the encoding fails. Any idea how to fix that?

So You don't want to use UTF-8 coding? It is very hard to change encoding in whole site because all files are saved in this encoding.
