castrated TinyMCE

Hello. I have a problem with TinyMCE version in QC 2.X. I do not understand why the functions are castrated by OpenSolution like this. I download full version, and add all files in the directory "plugin" and type all buttons in template / admin / edit.tpl. Most of the buttons did not appear . People please tell me how you resolve this issue. 10x
