how to add pop-out message on main website

Im preparing website with alcohol products and in my country its obligatory to set a message (pop-out) while entering website " you must be 18+ yo to enter this website - yes or no? click" how can i add this thing to my website? anyone can help me please

I know one solution, but this would be hard to explain it here, especially when Javascript and CSS files are required. You can also copy that function from existing website which has the function.
