how to use russia letters in tpl.files? please help cant create link

it is shows in not correct encoding? how to create link with russian symbols? //
if w ll now find this problem decision, going to write text on jpeg file and tahn post link.. may be someone know how to?

what do you mean? just a file - container.tpl ( MENU3) write : <a href ="http:">&#1088;&#1091;&#1089;&#1089;&#1082;&#1080;&#1077; &#1073;&#1091;&#1082;&#1074;&#1099;</a> on site it shows "?????????????"

hear is a problem!
