Removing all prices and carrier fields

Could someone please help me with advice or point me in the right direction to find out how to remove all prices and carrier fields from the cart. I have a client that wants to use it purely for quoting purposes and they will then invoice from the enquiry. I have commented out all fields in orders_form.tpl, products_default.tpl and orders_basket.tpl but now on submission of the for I have an error message saying "Please fill in all required fields". Am I on the right track here? I would like to know how to prevent those fields being mandatory in the check out process. Any help much appreciated.
