Tweak branded courier plugin

Is it possible to tweak the branded courier plugin to function so that for different price ranges a different percentage can be set, and the shipping cost be the appropriate percentage of the total amount in the customer's basket.

yes, I think so, but the plugin, as I see it, is a mess. It would take at least 1 day of going through the code and see what it does.
