missing text in language file

in the Pages page where pages and categories are created/modified from the Admin menu, headers such like TOP MENU ABOVE LOGO and CATEGORIES are written in the source instead of read from the language file.

Same problem for the CATEGORIES header in the main page of a site. Text cannot be translated because embedded in source.

config/xx_lang.php. In my opinion this is ok.
