Single Tax Rate

How can we add a single Tax? For example; we want to add 7.5% tax rate. It must be calculated and be added in total amout in checkout. How can we do it? Please help.

I offer a plugin for this, however, I am not sure if opensolution.org guys have this implemented somehow.
