function change2Url - change symbols in url

I can't found function change2Url in version 1.3, is there? I see this function in version 2.0 (libraries/Trash.php)
I want change czech symbols (č,ě,ř,ž,ý,...) in url, is it possible in version 1.3 ?

Suggestion:
try using Total Commander and ALT+F7 within QC1.3 catalogue and then fint text. Maybe there is sth similar to this function.

heavyn - change2Url in v1.3 is in core/other.php. Add some ereg_replace() functions to change this czech symbols.
