TaxAndDiscount Plugin - Make it optional?

Hi All,

I installed the tax and discount plugin for quick cart. It works fine, however, I need to make it optional so that customers outside of our state do not have to pay the sales tax. Is there a way to make it optional?

I think I mentioned to you before about this plug-in -- ZI've been up & down - all around trying to get a fix for this but............ nada, so as I also said before.... oh well
