Anything other than base 1.3 install hangs in Admin

I'm running an IIS 5.0 server and I get fatal errors whenever using the plugins, or the fully loaded install. Pages load fine but as soon as I go to the admin pages and try to add/delete/edit an attribute, category, or product, the browser hangs and then after a few minutes gives me this error.

PHP Fatal error: Maximum execution time of 30 seconds exceeded in C:\Inetpub\wwwroot\meet\test\quick\admin.php on line 8

I have not changed that file admin.php at all. This error was after installing the fully loaded .zip file, changing the proper file permissions and logging into the admin area. Any clue? I'd love to use the productAttribute plugin for my install but at this point I'm stuck with just the base install. Thanks.
