6.4: How to move menu category Regulations to the footer?

I would like to see the categories on my site like this:

Header [logo]
- - -
Cat1 | Cat2 | Cat3
- - -
PRODUCTS
Cat1
Cat2
Cat2
- - -
Company | Rules and Policies | etc
- - -

So how do I change those two blocks with each other? Regulations on footer, Categories (same as in Products) on Header 2.
