403 Forbidden for every page and product

I've checked and re-checked everything I can think of and am still getting this error:

"Forbidden

You don't have permission to access /Test/ on this server."

i.e. url = "http://localhost/Test/?our-offer,3&sLang=en"

Quick Cart Admin panel and myphp admin work fine through WAMP.

i.e. "http://localhost/Test/admin.php?p="

I don't have this problem when I run my actual site with all the php files etc directly in the main folder i.e. "http://localhost/example.com/index.php" etc.
