error when saving modifications in language

when i press save under TOols - Languages - EN i get this error ??? why??

You don't have permission to access /admin.php on this server.

i found out that this happen if i rename the admin.php file. so any other name except admin.php gives this error....but was not suggested to change the name of admin.php for more sucurity?????
